Fleet Based is generally a term for Space Marine chapters with no homeworld. A fleet based army stays on ships in lulls of battles, transporting, time in reserve etc. Many chapters who betrayed the Imperium only to rejoin are fleet based because they had to forfeit their homeworld for their sins.
