Codicers are Space Marine Librarians who have enough control over their powers to go into combat. They usually recieve further training to become Epistolary Librarians, so they can use multiple psychic powers in combat.1 They usually do not have a Psychic hood, but rather devices more useful than that of their Imperial Sanctioned Psyker brethren.
