Commander can be a general term for the overall leader of a military force, or an actual rank.

Chapter Masters of the Adeptus Astartes are often referred to as Chapter Commanders. The overall leader of a specific crusade or battle action can be referred to as the Force Commander (whatever his actual rank is).
