In theory it embodies every decree ever passed by the [[High Lords of Terra]] but as the millennia have passed the book grows ever heavier. It has spread beyond a single tome and parts of it are written on human flesh and in languages long forgotten by nameless functionaries.

Such is the Imperium that every day a hundred new volumes are added to the number of tomes and each sits upon an iron shelf which fills the [[Hall of Judgement]]. The Book of Judgement, or the "Dictates Imperialis", is the legal code of the Imperium, enforced by the Adeptus Arbites. It has long ago spread beyond the confines of a single literal volume. It is a vast body of laws, rulings and precedents compiled over the ten millennia of the Imperium's existence, and ranging from the words of the Emperor himself from the days he walked among men, to the most recent decrees of the High Lords of Terra.
