They have an intricate system on tunnels bored into them, which are impossible to map, as even the smallest servitor never returns from a journey within them.
There tends to be a complex arrangement of them across a particular planet, such as those on Cadia.
They have a are believed to be of Necron design, intended to influence the warp in their immediate area, this is thought to be the reason that there is a relative calm area of warp space, now called the Cadian Gate, which is the only safe thoroughfare in the area.
Inquisitor Quixos attempted to construct his own in order to further his own Radical goals.

In the final years of their Great War against the Old Ones, the C'tan There is some dispute over whether or not these were losing, overwhelmed built by the psychic might of their foesNecrons. Using machineries conceived by the C'tan known as the DragonTwo matters stand against it, the Necrons planned to turn the tides of the war by cutting off the Old Ones from the source of their psychic powerbeing: they would forever separate realspace from the warp with unbreakable barrier. Protected by massive warfleets, the Necrons began to construct warp suppresion pylons at key locations across the galaxy such as Cadia - and also in the Cerberus Shroud. This plan was interrupted and the arcane mechanisms never completed. From BFG journal.
# Time - Necrons have gone over 60 millions years ago. How they could know about Eye of Terror and the birth of Slaanesh; however this is countered by the fact that the Eye of Terror was created in about the 30th millenium, and Necrons were most certainly active at some point long ago during humanity's evolution (implanting the Pariah Gene), and could easily have built it at that point, some time before the Eye expanded and was halted at Cadia.
# Place - if Slaanesh was born in the very centre of Eldar empire, then comes the question, was necrons conquests of galaxy so far, that they were able to constuct Pylons right in the heart of Eldar civilization. This is also countered by the fact that after the Eye of Terror was formed, most of the Eldar Empire collapsed, and as such the Necrons would not have had to deal with Eldar forces there.

Additionally supporting the belief that Necrons created the pylons at the Cadian gate is the fact that they attempted to construct a very similar system on Medusa V, and are the only race known to possess such technological abilities.
