Fleet Based is generally a term for Space Marine chapters with no homeworld. They are sometimes called Crusade Chapters. A fleet based army stays on ships in lulls of battles, transporting, time in reserve etc. Many chapters who abandoned the Imperium only to rejoin are fleet based because they had to forfeit their homeworld for their sins.
