Borachae Decree

The Borachae Decree was an edict by the reborn Roboute Guilliman declaring that his new Officio Logisticarum was not only to be given all aid it required from the rest of the Imperium, but also be furnished with Hub-Fortresses from which to support the Indomitus Crusade.^[1]
