Sulo is a Frontier World located in the Eastern Fringe
Lord Messarian
Lord Messarian was ruler of the planet Sulo who had ambitions of building an Empire in the Eastern Fringe. By manipulating his records to make it appear that the planet's crops were poor and its workshops idle, he had a pretence to withold his tithes from the Imperium. He used this to increase the size of his own forces and allied himself with renegades from the Famir system to build up his power base.
Lord Marshal Andrukas
Andrukas was Marshal of Court for the Adeptus Arbites on Sulo. Described as a tall, grey and unbending man, he enforced the Lex Imperialis from his fortified Courthouse with one hundred Arbitrators. Andrukas knew that Messarian was falsifying his records and witholding his tithes, and had seen first hand the military buildup. When he captured Famir renegades raiding in the system, he realised the extent of Messarian's crimes. He sent an astropathic communication to the Judges but had no way of knowing how long it would be before he could expect reinforcements.
Matters came to a head when Lord Messarian sent a messenger by the name of Ryse to protest his innocence and demand "the retraction of the accusations of the Lord Marshall Andrukas." To this, Andrukas replied that "The demands of the Law come first even on Sulo." and had the messenger removed from his chamber by two Arbitrators and thrown into the street.
Despite his lack of manpower and being unable to rely on speedy reinforcements, Andrukas vowed that should Messarian act, he and his Arbitrators would not allow such rebellion to happen in his Precinct.1
