A Human Bomb is a Penal Legion member equipped with a bomb harness.^[1]

Human Bomb

Amongst the Penal Legions there are those sinners charged with crimes that can never be truly be repented for in their lifetimes. They are those who have raped and tortured people, both physically and mentally, through their own will and feel insanely repentant for what they have done. Many of these individuals are psychotic and suicidal and cannot live with their crimes and feel blessed with the chance to be forgiven by the Emperor, by dying in battle. Once recognized, such men are immediately recruited into the Human Bombs. Members of the Ecclesiarchy help these souls in meditation and prayer, to understand what they must do to receive the Emperor's full forgiveness.^[1]

Before a battle, Tech-Priests adorn the Legionnaires with a bomb harness and arm the explosives, while a Preacher or Confessors speak liturgies and blessings. For once the bomb is ignited, the Legionnaire is forgiven and the sinner's soul is free to join the Emperor in peace.^[1]
