Underhive Enforcers

Do Underhive Enforcers merit their own article? They do not seem to fit either the Enforcers that follow the Planetary Governor, nor the Adeptus Arbites who follow Imperial Law. Underhive Enforcers follow the Guilders, enslave people for the Guilders and generally might not be as adherent to Imperium Law as Guilders often make deals with gangs and are generally more lenient on what the Imperium would consider crime as long as there's a profit for them.
