a recent(ish) entry states:

 "The 1st Company of the Chapter is dubbed the Secret Order". 

Looking at the citation it shows "18 1st Company battle-brothers of the Secret Order". I'd suggest that these 18 battle-brothers are members of the Secret Order because they're members of 1st Company, rather than the Secret Order being the name of the 1st Company itself (in the same way that all members of Deathwing - Dark Angels 1st Company - are members of their "Inner Circle").

To support this, pg 45 of the 8ed Dark Angels Codex has a callout box ("Wings of the Unforgiven") that says:

 "Like the Dark Angels, the Unforgiven successor Chapters also have a clandestine group who possess knowledge of the Fallen and of the true events that occurred on Caliban. In the Guardians of the Covenant, their Inner Circle is known as the Secret Order, while that of the Angels of Absolution is called the Hidden Brotherhood."

edit: pg 28 of the 10ed Dark Angels Codex states:

 "The Inner Circle of the Guardians of the Covenant is called the Secret Order"
