The Palanite Enforcers[2a] or Necromunda Enforcers,[1] are Necromunda's local law enforcement.[2a] They are tasked with enforcing law and order trough brutal control and fear of reprisal. The Palanite Enforcers, resembling an army more than a police force, employ violence to suppress any hint of sedition against Lord Helmawr's rule. Crimes are met with swift and severe punishment to prevent the spread of rebellion.[2b]

Overview
While the Adeptus Arbites enforce Imperial Decrees across the galaxy, local policing typically falls to local security forces under the Imperial Commander's orders. On Necromunda, this role is fulfilled by the Necromunda Enforcers, who operate from fortified courthouses and smaller precinct houses spread throughout the hive. They maintain order and vigilance against disloyalty and crime, acting as unyielding symbols of Lord Helmawr's authority. Recruited from other hives to avoid local loyalties, they do not engage with citizens unless necessary and only leave their precincts for official duties.[1]
Individual Enforcers in the Underhive, especially seasoned veterans, act as law enforcers, leading local Watchmen and freelance Bounty Hunters in the fight against outlaws. They ensure the Imperial codes of law are maintained, monitoring local loyalties and the Merchant Guild.[1]
Enforcer Patrol squads are commonly seen patrolling hive levels and important areas, quelling disturbances like riots and gang uprisings. They wear armor similar to the Adeptus Arbites, with carapace breastplates and flak armor, often ornate for higher ranks. Their combat shotguns and homing Executioner ammunition are both weapons and symbols of authority. Enforcers also use subduing weapons like power mauls and Cyber-mastiffs for hunting fugitives.[1]
Origins
Legends within Hive Primus speak of the Lone Marshal, the first Palanite Enforcer. Millennia ago the Lone Marshal served as bodyguard to Martek Helm'ayr, the Helmawr lineage's progenitor. After Martek's death, the Marshal created the first Palanite guard.[2c]
Organization
The Palanite Enforcers operate under a strict military hierarchy, distinct from the disorganized gangs of killers they often combat. Their unwavering loyalty and self-policing ability are crucial, as Lord Helmawr’s personal army must be exemplary and capable of purging its own weaknesses. The upper echelons of the Enforcers are led by Provost Marshals and Proctors, who answer directly to the Imperial House. Most Enforcer patrols, however, are based in local Precinct-Fortresses under the command of Precinct Captains. These Captains, supported by trusted Sergeants, assemble patrols from various squads, each consisting of about six troopers.[2c]
The squads can be specialized as light skirmishers, heavy weapons teams, or beast-handlers, equipped with diverse Enforcer weaponry. Despite their advanced equipment, the true strength of a Captain’s patrol lies in the determination and resilience of its members, essential for maintaining order amid the dangers of the hive and the underhive.[2c]
Recruitment
Enforcers are selected from the Hive populace for their exceptional strength of will and initiative, traits that often make them potential criminals. Recognizing this, Enforcer recruiters, sometimes forcibly, gather these talented individuals for a rigorous training program designed to break and then remake them as agents of the Imperial House. Stripped of their previous identities, recruits endure a brutal regimen that either strengthens them or breaks them completely. Lord Helmawr seeks not mindless soldiers but hardened fighters.[2c]
Surviving recruits emerge proud and eager to enforce Imperial rule, adopting new names and being stationed far from their former lives. They form deep bonds with their patrol squads, forged through shared trials. As they gain experience and meet suppression quotas, troopers can rise in rank, transitioning from green recruits to specialized roles in insurgence subdual or threat eradication. With time and skill, a trooper may become a Sergeant, a veteran leader, or even attain the rank of Captain, commanding their own patrol.[2c]

Specialized Forces
Palanite Subjugators
Palanite Subjugators are more heavily armed and armored than regular Patrolmen, and are sent to deal with large disturbances to Necromunda's Pax Helmawr. Led by Subjugator Captains, they deliver justice with extreme prejudice, while wielding stub guns, shock batons, subjugation pattern grenade launchers, SLHG pattern assault rams (with built-in grenade launcher) and their instantly identifiable vigilance pattern assault shields.[2e]
In the underhive, they have a mythical status among criminals, with tales and artwork depicting them as pitiless giants wielding powerful weaponry. Subjugators undergo rigorous training to combat mutant uprisings and seditionist elements, serving as Lord Helmawr's ultimate sanction against lawlessness in the depths of Hive Primus and beyond.[3a]
High-ranking Enforcers often belong to these elite units, holding dual ranks as Enforcers and Subjugators. In times of significant threat, a Provost Marshal can assume command as the Primus Subjugator General, mobilizing battalions from within the Enforcer ranks.[3a]
Entry into the Subjugator battalions on Necromunda is reserved for individuals who demonstrate unwavering loyalty to House Helmawr and ruthless efficiency in their duties. Induction involves swearing allegiance to their battalion commander and receiving a gene-mark. This marks their entry into an exclusive organization within the Palanites, granting them better resources and more critical missions. When called upon by their commander, these Enforcers must abandon their regular patrols and follow the battalion.[3a]
Palanite Badzone Enforcers
Palanite Badzone Enforcers are stationed in isolated Precinct-Fortresses within the lawless Badzones of Necromunda's Underhive. These fortresses are initially well-supplied and fully staffed with Enforcers and Subjugators, but over time, they become isolated and lack regular resupply or reinforcements. Captains in charge must adapt by abandoning typical operational restrictions, recruiting Hive Scum to bolster their ranks, and integrating especially promising Scum as official members. They rely on seizing supplies from other Badzone factions or trading on open markets, with specialized equipment often ending up with the Captains and their Sergeants.[4]
Palanite Companions
Palanite Companions are the elite Enforcers of the spire, chosen from the most loyal members of Lord Helmawr’s Palanite battalions. They undergo extensive psycho-conditioning to ensure their sole purpose is to protect those of Helmawr blood or individuals deemed important by House nobility. Named for their constant proximity to their masters, Palanite Companions rarely leave their side. Lord Helmawr’s personal retinue, for instance, is always within a few strides of him and never out of his sight.[5b]
Sanctioner Servo-Automatas
Sanctioner Servo-Automatas are Ogryn-sized servo-automata Dreadnoughts, that are piloted by the psycho-conditioned transplanted brains of especially fanatical Enforcers. In battle, they are not only tough to take down, due to their ability to self-repair, but the Automata can also become mobile bulwarks to protect their Human squad mates.[5a]
Equipment
Enforcers can requisition top-tier weapons from the Imperial House. They favor versatile shock weapons and combat shotguns, effective against large groups. Additionally, they use suppression and terror weapons to disperse crowds or capture individuals. Their arsenal also includes specialist weapons for sniping, demolitions, and targeted kills, ensuring they can handle any threat to the Imperial order.[2b]
- Weapons include Stubbers, Enforcer Bolters, Shotguns, Autopistols, Shock Batons, Sniper Rifles, Concussion Carbines, SLHG Pattern Assault Rams, Grenade Launchers, Vigilance-pattern Assault Shields.[2e]
- For protection they usually wear Flak Armour.[2e]
- They also have access to vehicles, such as the Tauros Venator ATV,[6b] which are crewed by Enforcers known as Palanite Rangers.[6a]
