The Starkillers are a band of Eldar Corsairs that operated within the Kabaal system.[1a]
While they raided Imperial shipping, letting the crews go with little or no violence, their true purpose was to keep a vigil over the system and ensure the Imperials did not awaken the Necrons slumbering on Kabaal III.[1a][1b]
After the newly instated Imperial Governor had his forces drive the Starkillers out of the Kabaal system, Eldrad Ulthran consulted with Ulthwé's Dome of Crystal Seers and received a vision of miners on Kabaal III awakening the Necrons, who would eventually attack Ulthwé in 1000 years. To save Eldar lives, they would have to mobilize their forces.[1a][1b]
