"The Imperium as it was. The Imperium as it must be. Imperium Eterna."

Imperium Eterna is the name given by Terran Imperials to the previous state of the Imperium, before it was heavily changed by Lord Commander Guilliman.[1a]

Those who do so yearn to undo Guilliman's work, as they consider Imperium Eterna to be a perfect realm whose laws and codes reflected the Emperor's will. They claim the damning changes wrought by Guilliman ruined the Emperor's design and protest that the Lord Commander's Indomitus Crusade continues to bleed Terra of its resources and defenders. More strikingly, some feel that the Lord Commander has ignored the violent strife that still rivets Terra, and that he is instead more concerned with other worlds. Guilliman's most damning critics state that restoring Imperium Eterna would have the Imperium ruled once more by mortals and not uncaring Primarchs who are far removed from Terra's turmoil.[1b]
