Because they do not pledge obedience to any named god. They use chaos (and are used by it) as a whole. Sort of what the Iron Warriors do. Word Bearers and Black Legion worship every god, and nobody knows what Alpha Legion does. Read the "codex: chaos space marines" from the previous edition. WB and BL could use any mark and any demon, for they worship chaos in all forms. NL can not use any mark, and only furies as demons, for they do not worship chaos at all, and actually despise those who have faith.
