I think old fluff was pretty clear that Phoenix Lord armor does not contain a body, and two different pieces of fluff by Gav Thorpe corroborate this: a bit of fiction that was published in WD (U.S. issue 236) around the time Codex Eldar 3rd Ed was released; and a more recent novel, Path of the Warrior. I think it is safe to assume from these bits of fluff that the Exarch does not actually don the armor but that his spirit is taken (sucked) within the armor itself. Moreover, it seems that only the latest personality of the Exarch is sucked in, not all the ones of previous, deceased Exarchs still residing inside the suit.
