Gangs or gangers are [[imperial citizen]]s who do whatever they want. Most gangers live in the lowest depth within a [[hive world]], and mostly come from a poor family backround. Others are from familes with criminal records. In all gangers are hooligans who break laws and cause problems within the lowest parts of a [[hive world]], usually for money or notoriety. Some gangers are from the elite of powers mainly those of aristocratic decent, or from [[planetary lords]]. They only come to the lowest part of a [[hive]] for fun basically. ironically almost all gangers can and would be arrested by the planet [[PDF]] regiment, or by the [[Adeptus Arbites]].
