Just realised that description is completely wrong - that applies to Athonos (the tomb world where Thaszar was buried), not Zapennec.

History
Zapennech Zapennec was originally a Human world with slumbering Necron presence, until taken over by the Necron "Pirate-King" Thaszar reprogramed , who reprogrammed its ancient defenses into recognizing him as Phaeron. He has since transformed the planet into his "Reaveworld", scavenging ships from the debris field that lies in Zapennec's orbit (caused by the last great void battle of the War in Heaven) and conducting a great series of raids from his new capital. Fortunately for the humans of Zapennec, Thaszar has not realized they are an intelligent form of life and pays them no heed. While the capital city is in ruins, the rest of the populace lives fairly unaffected by the Necron presence.2
