 Warning, possibility of spoilers regarding the book ''Legion'' by Dan Abnett. The cabal is a group of eldar who mixed, ancient xeno species who prophecized that one day Horus will betray the Empoerer Emperor and thus told Alpharius , Primarch of the Alph Alpha Legionabout it. They knew that perhapos for the next 10 millenias that , the imperium would be engulfed in disaster and that chaos would rain upon the worlds of the universe, depending on the choices of mankind and in particular the Alpha legion. Given two options, both of which were madness, Alpharius could not believe his eyes , but he knew that the mysterius Eldar people of the Cabal weren't lying.
