The War Council was an Imperial institution formed before the [[Great Crusade]] to organise and shape the course of the Crusade and the Imperial Military, but its remit extended to managing the Imperium as a whole. It <sup>1</sup> Presumably, it was disbanded along with the [[Council of Terra]] during the reformations of [[Roboute Guilliman]].<sup>2</sup>
