No indication of Gothrul Council being Chaos-aligned anywhere in the official canon. As long as population does not worship Chaos, does not participate in unsanctioned interactions with Xenos and Imperial tithes are paid Imperium takes no interest in how local or planetary government are organized and fuctioning.
