Elemental Council

Elemental Councils are the ruling body of each Sept of the Tau Empire.[1]
Each Elemental Council consists of a local representative from each of the five Castes of the Tau, plus a sixth seat which goes to a representative of a non-Tau race which is part of the Empire such as the Kroot for an "outside perspective". While each member may say their part, the ultimate word for Council decisions goes to its Ethereal member.[1]
