Leeta Unter Sobel-Phi is an Archmagos-Emmisarius of the Adeptus Mechanicus.[1a]

Overview

Guilliman

During the Indomitus Crusade, a delegation sent by the Fabricator General of Mars would arrive at the Macragge's Honour to petition for immediate audience with the Lord Regent of the Imperium, the primarch Roboute Guilliman, as was their right as representatives of a High Lord of the Adeptus Terra.[1a]

Archmagos-Emmisarius Leeta Unter Sobel-Phi informed Guilliman of the death of the former Fabricator General of Mars, Oud Oudia Raskian. This news came years after his death and with a new fabricator general of Mars currently in power. Her delegation came with the goal to petition the Lord Regent of the Imperium for aid in the Adeptus Mechanicus' until-then secret war with the Necrons. A losing war the Mechanicus denies to have started, instead insisting the current rate of Necron awakening to have only began after the opening of the Great Rift. However, the Machine Cult's rapacious looting of Tomb Worlds for Blackstone and to exploit Necron xenotech has undoubtedly had some influence speeding the awakening of the Necrons' worlds. The Mechanicus had known about this major threat to mankind and down-played it for years so they could continue their exploitation unabated.[1a]

Guilliman would order that she remain with Fleet Primus until further notice and hand over all information they have on the Necrons.[1a]

Qvo

Eventually, while Fleet Primus was docked as Bane's Landing, Belisarius Cawl had agreed to her request for a meeting aboard one of the world's sole orbital station. However, Qvo-87 was sent to meet her in his stead. Sobel-Phi came on behalf of the Synod of Mars, Qvo surmised that the synod was not pleased with the performance of the current Fabricator General. She would inquire as to whether Cawl would take up the seat instead, becoming the Fabricator General of Mars and the overlordship of the disunited Empire of Mars that comes with it.[1b]

The emissary stated that this would bring unity to the divided sects of the Machine Cult's fiefdoms. Qvo argued this would only unify the factions that support Cawl and such a usurpation of the current Fabricator General, chosen with perfect respect to the Lore Mechanicus, would only bring war to the Red Planet. The rebellion would then spread across the Imperium into a new bloody civil war. Sobel-Phi stated that Cawl's unification would allow Mars to renegotiate their relationship with the Imperium, taking the dominate role, rather than being treated as an offshoot of humanity. Sobbel-Phi claims the Great Synod wants Cawl to lead them while Qvo states she wants to use him as a pawn in their schemes. Qvo would explain how Cawl would never accept the shackles of such responsibility, or allow himself to be a figurehead who's genius is manipulated by other's ends.[1b]

The conversation concluded with Sobel-Phi insulting both Cawl and Qvo, implying Cawl an abomination of many individuals and Qvo a heretikal construct. As Qvo departed Sobel-Phi would warn Qvo that the civil war is coming whether Cawl takes power or not. She also claimed that those who know how and why Oud Oudia Raskian died are in grave danger. One of her servo-skulls held data on the subject and was sent only too be read by Cawl himself. She would destroy it and give a grave warning: "..there are things he does not know, and that he cannot conceive of, and that he should know. The time of the Emperor is coming to an end. War is coming to the Imperium whatever he does." She bid that Cawl choose a side in the coming civil war and to come to her himself if he wishes to learn of the data she had wished to share, then departed.[1b]

Assembly

Guilliman would order Emmisarius Sobel-Phi to present what she had to him before the collected assembly of the leaders of Fleet Primus. She would reveal all, with the collected auditorium coming to an uproar when she revealed how much known Necron territory existed, compared to the fractional amount of this information the Mechanicus shared with the wider Imperium. She would go on the inform the assembly of the state of the ongoing war with the Necrons.[1c]

Description

Sobel-Phi was still relatively human-look and had not taken on monstrous proportions that are so common in the Cult Mechanicus. She was obviously female and her face remained flesh, aside from her utilitarian eye implants which resembled large goggles buried into the skin of her face and anchored to the bone of her skull. She also sported a large mandibular upgrade, possibly in imitation of Cawl. Her hands and feet were all augmetics.[1c]

Sobel-Phi's eyes are false, dark glass, their tubular plasteel mounts protruding unpleasantly. Metal anchors sunk deep into the bone of her cheeks and forehead held them in place. Her lower face is covered by a jutting metal mandible. The little skin between the eyes and mouth is sallow, dry-looking, bunched up around her augmetics. Electoos glowed on her bald scalp in the shadows of her hood. Her robes were deep red, the holy colour of Mars.[1a]

Sobel-Phi enjoyed eating, so had replaced much of her alimentary system with hyperefficient digestion bladders rather than discarding it entirely. The energy gained that way was minimal, but the pleasure she derived was worth the effort.[1b]

Sobel-Phi is usually accompanied by a pair of servo-skulls, if not a small flock.[1b]
