"Caves of steel... have your people no pride in their ability to survive the elements? No matter. The man you seek is that way; even in this place, I can discern his trail quite clearly."

Renshar Vak, Sanctioned Kroot Mercenary, on his first visit to Port Wander[1]

In the Imperium, Sanctioned xenos are xenos species deemed to be of service to the Imperium of Man and allowed to set foot on Imperial worlds legally.[1] They are often employed as bounty hunters and mercenaries.[2]

Overview

Despite the Imperium being founded on genocidal attitudes towards all alien species, there are frequent peaceful interactions between humans and xenos in the present day. The vast majority of Imperials are taught from a young age to fear and hate xenos, the Ministorum preaches they are inherent blasphemies against the God-Emperor, and Imperial military forces are indoctrinated of the superiority of humanity over all inhuman things. Unsurprisingly, sanctioned xenos are regarded with caution and hostility by most, much like Sanctioned Psykers.[1]

Despite all of this, humanity frequently interacts with xenos on both a legal and illegal basis. The illegal Cold Trade of xenos weapons and goods is so prevalent throughout the Imperium that the Inquisition and Adeptus Arbites must keep constant watch for xenos contamination. Imperial Commanders might make deals with xenos, hiring them as expendable mercenaries to bolster their forces.[1]

Sanctioning

Rogue Traders are one of the few individuals who can interact with xenos with a degree of legitimacy. Their Warrants of Trade permit various unique legal freedoms with regards to xenos such as trade, alliances, as well as the recruitment of xenos into their employ and the sanctioning of such beings.[1]

On the frontiers of Imperial space, bureaucratic procedures have been established to sanction xenos. This requires copious amounts of documentation, a human sponsor, and a visible marking to prove they are Sanctioned. The marking is typically a permanent brand or tattoo on a readily visible location, such as the hand or face. Although legally allowed to set foot on an Imperial world, without the company of their human employer their mark is essentially meaningless. Should the xenos choose to no longer serve the Imperium their life is essentially forfeit.[1]

One such location where this xenos sanctioning infrastructure is available is in the Calixis Sector. The Inquisition has installed various specialised Administratum adepts for this specific purpose, however, the service must be requested specifically. Most deny such a service even exists. The xenos will undergo a purity screening process, if deemed adequate.[1]
