::As weird as it might sound, according to Desert Raiders, it actually is a Civilized World. Using an archive link Inquisitor S. showed me a while ago, I was able to confirm that the background here is correct; in fact, it is a little less detailed than the official link. I suggest that we remove the "Imperial Archives" source, and re-work the article to the official GW fluff about it.
