When communications fail due to Human rebel attacks on Cao Quo, Orr makes his way to a communications outpost.{{Fn|1a}} Orr is one of the survivors when the communications post is attacked, alongside [[Earth Caste]] engineer [[Ke]], [[Water Caste]] operative [[Orr]], and the [[Fireblade]] [[Swordlight]].{{Fn|1b}} After an evacuation back to Thapes Quo Operating base, the [[Ethereal]] [[Aun'ui Yor'i]] reveals that to rescue the missing Ethereal [[Aun'ui Kir'qath]], an [[Elemental Council]] would be formed with Orr, Ke, Swordlight, [[Sei]], and the Human [[Gue'vesa]] agent [[Jules Rare]].{{Fn|1c}}
