The Emperor forsaw that he his Imperium would wither and die, unless a sect of tech adepts were able to supply munitions and technology to the expanding faction. From the chaining of the Dragon and his creation of machinery and the myth of the Onmessiah, the Emperor was setting the scene for his arrivla arrival on Mars before the Great Crusade. The Knight and the Dragon can also explain explain the long standing myth of good vs evil.
