The Urani-Surtr Regulates is a major League of the Leagues of Votann and is commonly known as the URSR to other Leagues.[1] The Urani-Surtr Regulates has a reputation for incredible stoicism and self-reliance.[2]

History

The Kindreds of the URSR have long held onto a swathe of heavily contested and enemy-ridden territories in the southern reaches of the Galactic Core. On one border they face the Necron Samnokh Dynasty, from the Shattered Stars the raiding Ork fleets of Bogg Da Freeboota King, and in its northernmost Gnawstar Cluster Tyranid infestations.[2] They are also facing the encroachment of the Black Templars Morsseous Crusade.[4]

Other Kindreds may have given ground to these foes, but the URSR refuse to do so. Nor do they show any inclination to explain their apparent stubbornness to other Leagues, beyond asserting that their Ancestors would abandon them should they retreat. Some Grimnyr believe that the Urani-Surtr guard some secret of great import or are privy to knowledge whose burden they shoulder alone. Others suspect that they are bound by rash Grudges sworn by their fore-bearers against their encroaching foes, and they must see these through whatever end they meet. The most cynical claim that the Kindreds of the URSR are simply too stubborn to admit their holdings are not worth the effort of defence.[2]

The Kin of the URSR give no outward sign that they care what the rest of their race thinks of them. They admit new Kindreds infrequently, and then only after rigorous tests and secretive meetings - about which the new applicants are oath-sworn to never speak of. No Kindred has ever left the URSR once admitted, though whether this is out of loyalty or some more sinister reason remains unknown.[2]

It is expected that every Kindred of the URSR maintain as large a population as they can, accepting an ascetic lifestyle with bare minimum of food, light, air, and heat in exchange for keeping their armies well-stocked. This selfless commitment to their cause is seen upon the battlefield when the URSR marches to war. Their Kin are ferociously loyal to one another.[2]

At the heart of the URSR's territory is a System containing an artificial world that has grown around a truly ancient Kin vessel dating back from the earliest periods of the First Ancestors migration. Within this vessel is a Votann Ancestor Core dubbed the Somnant, which the URSR Grimnyr believe to be more ancient than any other but has slumbered, uncommunicative, for as long as the league has known. The League's other but only semilucid Ancestor Core has made pronouncements suggesting that the Somnant may be one of the First Ancestors or even the Votann itself. Should the Somnant ever wake, the knowledge it possesses, uncluttered with millennia of Kin minds, could change the Galaxy. However the URSR has lost the means to awaken the Somnant, if they ever did possess it. All they can do is stand guard over it as their Grimnyr attempt to find various invocations that may succeed.[3a]
