A Dark Emissary[2]

Dark Emissary was a type of Consul used by the Sons of Horus during the Horus Heresy.[1]

These ominous figures were the eyes and ears of Warmaster Horus, taken only from the most dedicated from his own legion. They would act as an example of the power of the Warmaster and act as executioners to those that failed to fulfil his wishes. They carried a staff of office bearing the Eye of Horus, indicating their authority stemmed directly from him.[1]
